The table reports on projects implementing the 2025 CCMP – in other words, any ongoing or new work conducted from 2025 and beyond to effectively capture program implementation related to the current LIS Partnership CCMP. The projects are linked to actions to emphasize the relationship between program implementation and ecosystem health. It is critical for the program to not only communicate with the public the status of the Long Island Sound, but also to be transparent about existing efforts to improve ecological and human health.

The Long Island Sound Partnership (LIS Partnership), established in 1985 under Section 320 and 119 of the Clean Water Act, is one of the inaugural EPA National Estuary Programs. EPA, joined with Connecticut and New York, established the LIS Partnership Management Conference – a partnership of federal and state agencies, user groups, concerned organizations, and individuals dedicated to improving the health of the Sound. First developed in 1994, the LIS Partnership issued a revised Comprehensive Conservation and Management Plan (CCMP) in 2025. The plan is organized around four major themes: 1) Clean Waters and Healthy Watersheds (CWHW); 2) Thriving Habitats and Abundant Wildlife (THAW); 3) Sustainable and Resilient Communities (SRC); and 4) Informed and Engaged Public (IEP). The plan sets 15 ambitious, but achievable, quantitative objectives to help inform and drive progress towards meeting management goals.
The LIS Partnership is a growing program, as federal funding in 2025 was $40.8 million – nearly a nine-fold increase since 2016. Additionally, in 2021, Congress passed the Infrastructure Investment and Jobs Act of 2021 (P.L. 117-58) (also known as the Bipartisan Infrastructure Law or BIL), to enhance the nation’s infrastructure and resilience. Long Island Sound Partnership was awarded $21.9 million for each year from 2021 to 2026. As funding increases, so do the number of projects and opportunities. Each federal fiscal year, the LIS Partnership supports our partners through various agreements to carry out proposed work addressing our identified priorities and CCMP. Additionally, the LIS Partnership supports several competitive grant programs, the Long Island Sound Futures Fund, the Long Island Sound Research Grant Program, the Long Island Sound Community Impact Fund, and the Resilience Planning Support Program (specific projects funded by each program can be viewed by clicking the associated hyperlink). Recognizing the importance of well-coordinated tracking efforts, between funded projects and progression of actions and objectives, LIS Partnership developed a Tracking and Reporting Tool. Here we communicate the outputs of that tool describing the program’s implementation progressing the 2025 CCMP.
In addition to Long Island Sound Partnership-funded projects, projects and dollars leveraged by our partners, which are not shown in the table, also contribute to improving the health of Long Island Sound.
